Annual EU capital markets benchmarking report launch
28 October 2025
EU capital markets

This year we will present our analysis in the context of the reform and simplification of EU financial regulation. The analysis will build and expand on the paper on simplification that we presented at the Informal ECOFIN meeting of EU finance ministers and central bank governors hosted by the Danish EU presidency in Copenhagen in September.
Confirmed speakers at the event include:
Maria Luís Albuquerque – Commissioner, Financial Services and the Savings and Investments Union, European Commission
Stephanie Lose – Danish Minister for Economic Affairs and President of ECOFIN
Laura van Geest – Chair of the Executive Board, Authority for the Financial Markets (AFM)
The report, which we are producing in partnership with Deutsche Bank, will identify and measure the increased complexity of the EU regulatory framework for banking and finance, the main factors that have contributed to it, and the challenges presented by this complexity.
Our report and the event will frame this complexity in the context of the overall market outcomes in EU banking, finance, and capital markets over the last 10 years; explore the extent to which the regulatory framework may have contributed to these outcomes; and ask whether there are areas where the EU might go beyond ‘simplification’ and consider changing the substance of EU regulation.
We expect participants to be a combination of government officials, regulators, policy specialists, and market practitioners from across Europe.
