Rethinking the UK banking framework with David Bailey, Bank of England
12 March 2026
UK capital markets

This will be a private in-person roundtable discussion hosted by New Financial on with David Bailey, executive director for prudential policy at the Bank of England, to discuss the future of the UK bank capital framework over a working lunch.
The discussion will focus on the ongoing review of the UK bank capital framework by the Financial Policy Committee and the publication in December of the FPC’s assessment of bank capital requirements.
The event will be an opportunity to share perspectives on this important topic ahead of the deadline for the submission of evidence in April. The discussion will include:
The background to the review
What has and hasn’t changed
What happens next (further review of buffers, leverage ratio, and proportionality)
The wider regulatory framework
The international context and international alignment
We expect participants to primarily be policy and regulation specialists with a particular focus on UK banking.
