Pension Schemes Bill

2 September 2025

New Financial was delighted to give evidence at a hearing of the House of Commons Pension Schemes Bill Committee last week to investigate what is needed to drive a step change in investment in UK pension funds to support economic growth, whilst exploring the opportunities and risks posed by measures in the upcoming Bill.

Pension Schemes Bill

William Wright, founder and managing director of New Financial joined a panel alongside Chris Curry, Director of the Pensions Policy Institute (PPI) to contribute to the debate around what a better pension system could look like to support the future financial security of the UK population while simultaneously supporting the UK economy with more productive investment. More than 20 experts gave evidence over the course of the hearing which marked the first time the Pension Schemes Bill Committee have met to scrutinise the Bill and hear oral evidence, before reporting its findings in October.

Speaking before the Committee, William highlighted the accidental design of the UK pension system compared with the active design of other systems around the world that we admire. He welcomed The Pension Schemes Bill – in conjunction with the revival of The Pensions Commission – as a long overdue and welcome move to actively redesign a UK pension system fit for the 21st century. You can watch some of William’s remarks from the hearing via the video below.

The hearing also touched on many of the themes outlined in New Financial’s February 2025 report on The next steps on UK pension reform’, in which we analysed the structure and asset allocation of different segments of the pensions industry; and our ‘manifesto for growth’ in UK capital markets, which combined high-level directional proposals to help shape the debate with more specific recommendations to deliver change, and was based around five core topics including pensions reform.
